Economics is informed by political economy. The world view of Econwerks LLC is that market-centric economics work best at the provision of goods and services when well-defined rules of the road are in place and true competition and rivalry prevail. Due to externalities, network effects, functional non-linearities, asymmetric information, and government intrusion, pure or even workably reasonable competition often does not prevail such that the state of the economy is one more akin to monopolistic competition. This situation needs proper stewardship that can take many forms: including relying on technological change, creating market allowance and property rights-based compensation or incentive mechanisms, providing relatively light-handed regulation or much stronger deliberate command and control regulation, or by simple force of regulatory law and fees or taxes. All this operates within the context of no party, person, organization, or group holds a monopoly on the truth. Moreover, humans and their judgement and behavior are inherently imperfect. Furthermore, with the government rather loathe to enforce anti-trust, increasing industry consolidation with only several players has become the norm with the significant use of Ramsey type pricing or yield management models.

Randel Pilo is a lifelong practicing applied, practically-minded economist with a 35+ career in public service concentrating on utility regulation and business economic development. He has worked for the Public Service Commission of Wisconsin as Chief Electric Economist and as an Assistant Administrator of the Division of Energy Regulation as well as the Division of Regional Markets. His background also includes being the Lead Economist for the Wisconsin Department Development, or the state’s Commerce agency focusing on improving and expanding business opportunities in the state of Wisconsin, Educational experience includes PhD studies sans dissertation at the University of Pennsylvania with Masters thesis written for Nobel Laureate Lawrence Klein, and undergraduate studies magna cum laude with Phi Beta Kappa distinction from the University of Wisconsin-Milwaukee. Randel has called Milwaukee, Philadelphia, and Madison areas home and likes snow birding and visiting the mid-Atlantic beaches in the summer.
